Briefing 9/29/26: ‘schools buying AI tools blind’

For 29 Sep 2026, Tuesday

Schools are buying AI tools with little evidence they work (Claude)
NPR found districts adopting AI on their own terms: Dayton, Ohio, renewed a SchoolAI contract for $78,650, and a New York district paid nearly $58,000 for a humanoid robot before community opposition halted the pilot. A Stanford review of more than 800 papers found little solid evidence to guide these choices. Robin Lake of the Center on Reinventing Public Education called it “very Wild West,” while Brookings’ Rebecca Winthrop opposes general-purpose chatbot access for anyone under 18. Instructors at Euan Blair’s Multiverse report stress under AI lesson monitoring (Claude)
Multiverse, a UK training firm valued at about £1.6 billion, uses a system called Compass that transcribes online lessons and flags filler words, pauses, hesitation and suspected “digressions,” including student questions. Instructors describe anxiety and insomnia and say they have changed how they teach. The company says Compass gives development advice and does not make employment decisions. The Communication Workers Union warned that constant automated monitoring erodes professional confidence. Source: IBTimes UK, Sept. 28, 2026 — ibtimes.co.uk

Education Department formally scraps Biden Title IX rule, with a transgender-athlete rule next (Claude)
The department rescinded the 2024 Title IX regulations and restored the 2020 rules, effective with Federal Register publication on Sept. 29. Schools see little immediate change, since courts had already struck the Biden rule. The department says it is drafting a broader rule that would require schools to exclude transgender athletes from girls’ teams. Defending Education welcomed the move; the National Women’s Law Center said it weakens protections against sexual harassment. Source: Education Week, Sept. 28, 2026 — edweek.org

Trump hosts AI chiefs at the White House as the safety debate peaks (Claude)
Mark Zuckerberg, Dario Amodei, Greg Brockman, Jensen Huang, Sundar Pichai and Alex Karp join President Trump and Speaker Mike Johnson for lunch today at 12:30 p.m. ET. Johnson set the tone in advance: “We do not need a moratorium… because we’ll lose the race to China.” A Reuters/Ipsos poll cited in coverage found 73% of Americans think AI companies have not done enough to prevent harm, and 55% favor slower development. Anthropic’s leaked IPO prospectus shows fast growth, deep losses and an existential-risk warning (Claude)
A prospectus reviewed by Reuters shows Anthropic’s 2025 revenue rose to $4.6 billion, up 1,088%, with an $8.06 billion operating loss and $518 billion in future computing commitments. The risk factors warn that autonomous AI could pose “existential risks to humanity.” The company reportedly targets a valuation above $2 trillion, with a listing possible after the November midterms. Two customers account for nearly a quarter of revenue. Source: Fortune, Sept. 29, 2026 — fortune.com

US and China publish tariff-cut lists that leave out chips, EVs and batteries (Claude)
Following Xi Jinping’s state visit to Washington, the two governments released reciprocal lists of about $30 billion in goods each that will get most-favored-nation tariff rates. The US list covers 1,619 items such as farm goods, timber and medical equipment; China’s covers 77 categories such as toys, fireworks and soccer balls. Semiconductors, electric vehicles and batteries are excluded. One analyst estimated average US tariffs on Chinese goods fall only from about 22% to 20.5%, a sign that the tech rivalry is untouched. Russian drones hit Kyiv, Kharkiv and Odesa as Ukraine sends unmanned armored vehicles into Russian lines (Claude)
Russian drone attacks on Monday killed at least three civilians and wounded 41, including 10 children in a Kharkiv apartment strike, with data centers, postal hubs and ships among the targets. Ukraine’s Third Army Corps claims it has retaken 176 square kilometers in Donetsk under “Operation Vivaldi,” and says it converted Soviet-era armored vehicles into unmanned kamikaze units backed by ground robots. Russia said it downed 254 Ukrainian drones overnight. Both sides now lean on robots for assaults as well as air strikes. Source: CP24 (Associated Press), Sept. 28, 2026 — cp24.com

A false AI-generated intelligence report nearly led the US to seize a Chinese ship (Claude)
The Intercept revisits a CNN report that a Special Operations Command analyst used a large language model to produce intelligence claiming a Chinese ship in the Middle East carried nuclear-weapons components. Forces prepared to intercept the vessel before the claim was found to be false. AI Now Institute chief scientist Heidy Khlaaf warned that AI lets such errors repeat “much faster and across a far greater number of targets.” The piece argues the incident drew little attention compared with speculative AI risks.
