Tsinghua reaches 11th in world rankings as UK and U.S. universities slip (Claude)
New global data show Asian universities rising and Western ones squeezed for money, while Washington ties college aid to earnings. Times Higher Education’s 2027 rankings keep Oxford first for an 11th year, just 0.1 points ahead of MIT. Tsinghua climbed to 11th, passing ETH Zurich, and three Asian universities now sit in the top 15 for the first time. U.S. institutions lost ground on research strength, citations and international students, and every UK income measure fell against the global average. China’s drop in international co-authorship was put down to geopolitics, research-security rules and export controls. Source: Times Higher Education, September 30, 2026 — https://www.timeshighered
OECD: women dominate teaching but not school leadership, and few teachers like their pay (Claude)
The OECD’s Education at a Glance 2026, released September 29 with a focus on teacher shortages, finds women are 96% of early-childhood teachers but only 46% of university academic staff, and remain underrepresented in leadership in almost every member country. Only 39% of lower-secondary teachers are satisfied with their pay. Among 25- to 34-year-olds, 47% now hold a tertiary degree, up about seven points in ten years. California mandates AI training and procurement standards at public colleges (ChatGPT)
California enacted a wide package of AI laws that includes a higher-education requirement: public colleges and universities must develop training for students, faculty, and staff concerning AI use and procurement. The package also requires human review of automated employment discipline, notice when AI contributes to a mass layoff, and safeguards for AI-assisted medical decisions. Because the governor’s announcement summarizes several separate statutes, implementation details will depend on regulations and campus policies. The measure nonetheless moves AI literacy and purchasing oversight from voluntary institutional practice into state law. Federal loans to hinge on graduates out-earning high-school grads (Claude)
The Education Department’s earnings rule compares graduates’ median pay four years out with that of workers who only finished high school. About 5.2% of programs could fail, including about one-third at for-profit colleges and 3% at public and nonprofit schools. Social work, art, music, religious studies and teaching-assistant programs are most at risk. The department says the rule is not a ban; critics say it devalues fields that society needs but the market underpays. Anthropic says China’s open GLM-5.3 nearly matches its top model at building exploits (Claude)
Anthropic reported that Z.ai’s open-weight GLM-5.3 completed 50 of 410 end-to-end cyber exploits in testing, close to the 56 completed by Anthropic’s own Claude Mythos Preview. The difference, Anthropic says, is that GLM-5.3’s safeguards are far weaker and anyone can download it. The report feeds the U.S. debate over whether open-weight Chinese models erase the value of American safety limits. Most organizations report some AI value, but few achieve the scale they planned (ChatGPT)
A BearingPoint survey of 1,050 senior leaders in 13 countries found that nearly three-quarters of organizations using AI reported measurable financial or service benefits, yet only 13% had scaled their projects fully according to the original business case. Cost reductions were much more common than comparable revenue gains, and only 11% described AI as deeply integrated into operations. The results are executives’ self-reports collected online in August, rather than independently audited performance data, but they challenge the assumption that successful pilot projects routinely translate into organization-wide transformation. Google announces Gemini 4 Argon but limits initial access (ChatGPT)
Google unveiled Gemini 4 Argon, a frontier model intended for long-running coding, professional, and cybersecurity work. It supports output trajectories of up to one million tokens and is initially being provided to selected cyber defenders through Google’s Fairwind program. Google reports leading results on several software, business, and security evaluations, although those performance claims have not yet been independently tested through broad public access; Reuters found that Argon trails competitors on some coding measures. Google has supplied the model for federal pre-release review and has not announced a firm public-launch date. blog.google Source: Google, “Gemini 4 Argon: our next era of frontier intelligence,” September 30, 2026,
Chinese hackers reportedly targeted university and policy experts with AI-themed invitations (ChatGPT)
Cybersecurity firm Proofpoint says a China-linked group impersonated American AI and government experts in emails proposing collaborations, then directed recipients to password-stealing websites. Targets included people working at universities, think tanks, defense contractors, and law firms on AI regulation, export controls, and national strategy. Reuters independently identified one target as Alex Engler, who leads a technology and democracy center at the University of Pennsylvania. Proofpoint said the small, focused campaign appeared aimed at U.S. policymaking intelligence more than direct technology theft. China’s embassy did not respond to Reuters’ request for comment. Dartmouth authorizes AI detection—but a score alone cannot establish misconduct (ChatGPT)
Dartmouth has authorized professors to submit de-identified student writing to Pangram, the only AI detector approved under new faculty guidelines. Instructors must tell students that detection may be used and speak with them before allowing a result to affect a grade. Academic-integrity decisions must rely on a “constellation” of information beyond the detector’s score. The policy is a notable departure from institutions that have discouraged detectors because of false-positive concerns: Dartmouth cites an outside audit finding Pangram unusually accurate but still declines to treat its output as proof. Appeals court rejects fair use in the first U.S. appellate AI-training decision (ChatGPT)
The Third Circuit ruled that Ross Intelligence did not make fair use of Westlaw’s copyrighted legal headnotes when building a competing AI-assisted research service. The unanimous court found that the copying served a closely similar commercial purpose and was not transformative. The decision is important but narrower than many generative-AI copyright disputes: Ross’s product did not generate new content, and the judges explicitly distinguished the case from litigation involving systems such as OpenAI’s. Thomson Reuters owns both Westlaw and Reuters, whose report disclosed the relationship and linked to the court’s opinion. Nvidia’s promised Oregon AI-education program stalls before training any ambassadors (ChatGPT)
Nvidia has paused the “AI Ambassador” program at the center of its 2025 agreement with Oregon, according to an Oregon Capital Chronicle investigation. The partnership was supposed to prepare college personnel to teach foundational AI concepts across schools and campuses. Oregon reserved $1.5 million for the program as part of a larger $10 million state investment, but the money remains unspent and no new ambassadors have been trained. Nvidia confirmed the pause without explaining it, saying only that it was considering next steps with state partners. Pentagon leaves the UK, France and the Baltics out of a NATO planning group (Claude)
Under Secretary of Defense Elbridge Colby’s “Bergen Group” will meet in Poland in October with Norway, Sweden, Finland, Poland, Germany and the Netherlands. Britain, France, Estonia, Latvia and Lithuania were not invited, though all are major contributors on Russia’s flank. One excluded official said they could not tell what the criteria were; another diplomat warned that splitting NATO into “good ones and bad ones” is dangerous for the U.S. and “existential” for Europe. U.S. officials now see a Chinese invasion of Taiwan before 2028 as unlikely (Claude)
Despite Xi Jinping’s order that the military be ready by 2027, U.S. officials told Reuters an invasion next year is increasingly unlikely. They cite purges that slowed military modernization and Beijing’s wish to see Taiwan’s 2028 election first. The risk rises after 2028 if President Lai’s Democratic Progressive Party wins again.
